The William McCarthy Papers consists of notes, proposals, and articles. This collection contains information that was written and published by Dr. William McCarthy regarding various teaching practices. The proposals include all the documents and forms that were required in the process of establishing the new University program also including the notes and correspondence between McCarthy and Jack Levy of the Office of Bilingual Education and Minority Languages Affairs, Guillermo De Hoogh, the Director – Midwest Resource Center and Else Hamayan of the Midwest Resource Center.

Dr. William McCarthy was a Professor of Elementary Education and Early Childhood at Indiana State University from 1969-1991. As a professor at Indiana State University he also served as the Elementary Education and Early Childhood chair.
